Vice President, West Blood Services Division
Joan Manning has more than 25 years experience with the American Red Cross, serving in various capacities since joining the organization in 1987. From 2004 to 2008, Manning was the Western Frontier Blood Services Division vice president. She then served as vice president of the Western Blood Services Division until November 2013 when she was appointed vice president of the newly formed West Blood Services Division, which includes 10 Blood Services Regions. Before becoming a divisional vice president, Manning was the CEO of the Pacific Northwest and Midwest Blood Services Regions. She holds a Master of Public Health Administration from the University of Minnesota. A Midwest native, she now resides Portland, Oregon.

Patricia Quinn is CEO of the Central Plains, Midwest and Southwest Blood Services Regions. Quinn started with the American Red Cross in 2008 as the CEO of the Midwest Region. Prior to working for the Red Cross, she was a senior sales consultant for Caridian BCT, where she gained valuable experience consulting with hospital customers and administrators at the executive level. She has also worked as the manager of blood collections at The Blood Center of Southeast Wisconsin, where she became intimately acquainted with the day-to-day operations of blood banking. Quinn is a graduate of the University of Wisconsin-Eau Claire.
Mei-chien H. Fucci, M.D.
Medical Director, Central Plains Blood Services Region
Dr. Mei-chien Fucci received her medical degree from the University of Cincinnati and postgraduate training in anatomic and clinical pathology at the Health Center of the University of Rochester, Strong Memorial Hospital, Rochester, New York, and Hartford Hospital in Connecticut. She followed this training with a fellowship in immunohematology/transfusion medicine at the University of Connecticut Health Center. Fucci has specialty board certification in anatomic and clinical pathology as well as sub-specialty board certification in blood banking/transfusion medicine. Prior to joining the American Red Cross in 1994, she was a staff pathologist at St. Francis Health Center and Mount Sinai Hospital in Hartford, Connecticut, and served as the medical director for those institutions’ transfusion services. As a Red Cross physician, she has medical oversight of the Southwest and Central Plains Blood Services Regions’ blood collection operations and clinical services, including stem cell collections and transfusion testing services.
